Parking Action Group (PAG)

The Parking Action Group (PAG) was established in 2014 by the then Minister of Consumer Affairs, Hon Craig Foss, to develop a voluntary code of practice for parking enforcement on private land, replacing an earlier code that focussed on limited enforcement methods.

The Code of Practice for Parking Enforcement on Private Land was first introduced in 2015 and has since been updated to reflect evolving enforcement practices in New Zealand. The latest version, Code of Practice 2025 (Version 2.2), establishes a clear set of minimum standards of conduct for the industry, ensuring consistency and accountability across private parking enforcement. These standards apply to all subscribed members of the Association.

The Code sets out clear principles for fair and consistent enforcement. It also provides comprehensive guidelines covering:

  • Signage and markings – to ensure clarity and maximise compliance.
  • Customer service standards – to promote fairness, transparency, and accessibility.
  • Evidential requirements – to support robust and consistent enforcement outcomes.
  • Complaints and appeals process – ensuring motorists have access to a fair and transparent review.
  • Integration of current technologies – including licence plate recognition (LPR), automated payment systems, digital evidence management, and other emerging tools that improve accuracy, efficiency, and consumer confidence.

The PAG, along with subscribed members, meets regularly to oversee the administration of the Code and to consider future initiatives, including the ongoing exploration of an independent parking disputes adjudicator for private-sector disputes.
